Sim registration

i had purchaged a sim of tata docomo in oct. 2012. i lost my mobile which was dual sim consisting airtel and docomo. . i had blocked docomo and airtel .i got my airtel sim on 2nd day of my complain.but docomo customer care keep on saying that they will send representative to provide me new sim with same number.and they keep generating bill.i paid bill till feb and they send one representative on 11th march 2013.he took all the unpaid bill amount and given me sim. but till now it s registration is failed. when i call them some time they say sir this is for prepaid some time they say sir system is down. now IVRS of docomo is allowing me to contact customer care representative as my sim is inactive.
