REfund not done for failed recharge

Dear sir/madam,

I have recharged BSNL mobile no. 9737497375 on 9 oct 2014 for Rs. 395 by mobile banking of kotak bank using credit card.

By unknown reasons it failed .

But till date they have refunded amount in my creditcard account.

All the time i call to costumer service they say will be done with in 7 days.

Right now i called once again and they have said that there was no such recharge.

Please give me justice.
