refund claim against unsuccessful recharge

I, Pramil Ranjan Sutar made a transaction on 16 May but I was notified that Recharge Transaction could not be completed atrechargeonlinenow.com. & the amount will be refunded to my credit card. I emailed earlier on 21st may when I was informed that the amount will be refunded with in 2-3 weeks but It’s being 40 days but the amount has yet not been refunded. It is frustrating for me.
