Refund of Auto cancelled Ticket by IRCTC

I have Auto cancelled ticket with PNR 2462109905 .I have paid 400 for this ticket but now refunded 370 only. 30 is deducted as clerical charge.
when it is auto cancelled then why this clerical charge???
when IRCTC pay full amount in the case of cancellation of train then why Passenger have to pay in clerical charge for auto cancellation ticket.
