Fraud done by Tata Teleservices

Dear Sir,

I booked a leased line connection with TATA tele services at the name of my company Hruday Job Consultants on 2nd January 2014 by paying them 2 cheques of Rs. 5618 and Rs. 7023 with a written commitment from their sales manager Mr. Rahul Chaudhary that my connection will be installed for my company named Hruday Job Consultants with in 8 days but the connection was not installed till 26 January 2014 and after that I cancelled the installation order because they did not delivered the dedicated speed of 1 mbps upload which I was committed, after that in order to get refund of my full payment the sales Manager Mr. Rahul Chaudhary convinced me to handover the Tata Tele services instrument and my payment will be refunded with in 30 days of hand over of instrument to them. On 2 April 2014 I handed over the instrument to them but till now I have not received any response from them , they are neither picking my calls not responding my mails.I request you to please help me in getting back my payment
