fee not refund

Sir my sister make registration in Manglaytan university for d.pharma course so the agent of Manglaytan university takes 1500 rs as a charge 500rs as a form charge or rs 1000 as adjusted in coursee fee and they give me receipt also but now when my sister is cancelled their admission by any reason now university is not refund 1000 rs which is adjusted in fee now when any addmision is no then what makes fee now plz resolve my problem
And given my money back I am not want application fee charge 500rs but I want 1000 rs which is adjusted in fee when I cancelled addmision then fee is refund whenever class is started from 14-july-2015
And I cancelled my addmision on 29-jun-2015
Registration date : 25-jun-2015
But university is not refund my fee
