Delay in Activation

I purchased a tata photon plus on 15-07-2014. Its been over a week yet it has not been activated. there is very poor response from the customer care service. I demand an explanation on deficiency in service. If they are not able to activate my photon connection then better return me my money.my photon number is 9283433354.
