Not connect internet by recharging sp.mode

I have I Ball Anroid 4d mobile & i recharge with sp. & Tr.ID 100004089075557.on 04/08/14
but till date i fail to connect with internet i call on 198 many time they give manual setting
information even go through on but not success i connect with internet . sp. recharge validity is 21 days & already 2 days goes what to do ?? if not possible then i humble request you to refund my money back .
