cheq issued but not handover and wrong charged

dear sir
i have applied for home loan in the mth of jan2012 by DHFL.And bank have issued cheq by the builder name but they have created some problem in issued cheq and cheq not given to me and they charged processing fees or other charges on issued cheq amt and he took money by me by cheq. and still im not received any cheq or my prcoissing charge.
