Always frauds with customers

Name of company/service: i-care communication,near sabji mandi khandsa gurgaon

I given RS199 to a mobile recharge shopkeeper to recharge my bsnl sim but shopkeeper done only RS42,when i went to say to shopkeeper about this then he was saying that,nothing i can do,do whatever u want to do and misbeahave with me also.if proper justice is available then please take action on this..
