Acute deficiency in service offered

Name of company/service: Reliance NetConnect+

I got a NetConnect+ service which is supposed to have upto 3.1 Mbps. Even though I am well aware that it won’t reach 3.1 Mbps, I thought the actual speed should be closer to one-third of the promised speed i.e. 1 Mbps. But I get around 200 Kbps only. Reliance customer care also says that the average speed that I should get will be 200 kbps. They should advertise the average speed the end users can expect rather than the maximum speed. I want to take up the issue with a respective consumer forum. Please advise. I have a copy of the chat transcript in which the reliance customer service executive saying that the average speed will only be 200 – 300 kbps.
