wrongly deduction from my balance

I have received a message today that i am charged rs 49 to download some video on xinlabs. On that time i am not use my phone on net. I call customer care center and they blamming me that there system showing downloading and they do nothing thst metter,i dont know what to do right now, idea not giving any response
