WRONG PAYMENT BY RELIANCE

Sir,
I would like to inform you that I am having a mobile connection from Reliance India(Ph No-8055805698). Un-necessary services are being activated without my permission and an amount being deducted automatically very frequently . On enuiry from customer care, I have been told that whatever payment deducted, that can not be refunded back by Reliance. Now I want to know that under what circumstances, Reliance India can activate unnecessary services without obtaining prior permission from me ????
