Wrong Charges from Vodafone on account of ISD

My mother has been holding a Vodafone number for more than 8 years now. Since the day she has bought this number she has hardly made STD calls and very low usage even on local calls. Suddenly Vodafone one fine day charges her phone with Rs. 2400/- against an ISD call of 24 minutes. Which she has never made and when I call them regarding the same, they say that it has been made and will be charged as it is. this issue took place in October and since then have been making regular complaints with Vodafone for resolving the issue, but for some or the other reason my complaint is not entered in the system and the complaint number given to me also do not exist when I take reference of the same.

We have been regularly following up with Vodafone for the same but all in vain. We have made the payments to our bills except for the wrong charges charged by Vodafone. After two months today they have cancelled my outgoing services. As our phones are connected through family schemes all my numbers linked to the scheme have been affected.

On 05/12/2014 I had called Vodafone for an outstanding message playing on my phone, for which they had stopped the message immediately and informed me that within 24 hours I would receive a call from Vodafone for resolving the query. But till today i.e. 10/12/2014, I haven’t received a single call from them.

Today they tell me that there is no such complaint registered and that the call made is valid. They are also adment that I should make the payment for the charges else my numbers will be disconnected. I am very much Ok with them permanently disconnecting my numbers, as am already tired with Vodafone regarding the same. I would like the forum to help me out with this issue of mine.

Why should I make a payment regarding some charges that they say are valid when I am dead sure that the call was not made from my number.
