vehicle registration number not received

i have purchased a bike mahindra rock star on 19/11/2014 by cash of Rs. 51000/- (on road price including insurance, registration & road tax) from NANDIGHOSH MOTORS (mahindra 2 wheelers dealer). but till date ie 10/03/2014 I have not received my vehicle registration number & RC book. The concerned dealer is not providing me any fee receipt which is deposited in RTO baripda. The address of the dealer is given below
