Unnecessarily deducting balance

Name of company/service: Telecom Service/ Reliance GSM

Hello There,
With a hope I am writing to you about my complain
I have a Relaince GSM connection since a long time. However, few days back my Message card renewed with Rs 19.00 for the validity of 01 Month.
Still for every message balance getting deducted Rs 1.00. I have registered complain twice but they all got closed without any resolution and Customer Care ppl also never transfer my call to some authorised person who may help me for the same.

Plase help me with the same.
