Unncessary Charges out of plan offered

Location/place: New Delhi

Name of company/service: Vodafone Mobile Services Limited

I am a Vodafone post paid phone number user and my complaint is against unnecessary charges chaged by Vodafone.
The details are as follows:

I am subscriber to theri Rs. 149 talking plan, apart from it I do pay Rs. 98pm for GPRS uses upto 2GB and Rs.20 for 500 SMS per month.
As promised by them and as per my plan my roaming call should be 70p/m incoming as well as outgoing.

In month of july for the period from 24/07/2012 to 28/07/2012 I was in roaming in Indore (MP).

As we know if you are subscriber to GPRS plan the web browsing in roaming also as do comes under the plan subscribed.
Instead I am suscriber to 2GB plan of Rs98/month they have charged me Rs.543.80 for GPRS uses and Apart from it they also charged the roaming of Rs.1.50/min.
Which is out of plan promised by Vodafone.

I called customer care umpteen number of times but they repeatedly telling that you have used Idea Network in roaming so these charges can’t be waived off.
My question is that is it responsibility of Customer or Service provider to provide network.

Its really like harassment and just making fool of the people.

My kind request is that kindly let me know that how to take a strict action against them?
