Stop Meter Not Replacement in department

Name of company/service: Dakshin Haryana Bijli Vitran nigan

Dera sir,
My Meter Stop Last Four Month.We have comlaint Dakshin Haryana Bijil Vitaran Nigam, But Till Date my Meter not Change,due to my bill are very high amount.my two month consumptin unit is 155 unit but we have recd. bill is 488 unit,

So. pls look into the matter
