slow process for deactivation data card and send bill without acknowledge

I have complain about MTS data card that I requested for deactivation of data card on 15-5-2015 in MTS customer care and they replied me like you have to pay bill first since 15-5-2015 that you have used data card, so I requested for send bill on my registered mail id but they replied you can not get bill and verbally said about bill amount that 618 INR, That time I paid bill on authorised MTS shop in silvassa D&NH I have recept of that paid bill, on next day they not taken any action about my request of deactivation of data card and yet I could not get any bill on my e mail id that time I have call in customer care and say I will suit file in consumer forum for bill that time I got bill in evening of 16th may 2015 without acknowledgement and I ask for my deactivation card request then he said your request solve by 21st may 2015 and you have to pay bill of this is technical process.
So, how can I pay amount of them technical late procedure and how can I get acknowledge of paid bill please help me
