silicon india is neither providing leads nor return my money

dear sir/mam,

i am from alwar rajasthan,my self gaurav chauhan,i am running a IT institute with the name of appin technologies lab in alwar itself,i want to lodge a complaint against silicon india,actually one day i got a call from silicon india,banglore,the exicutive name was ashwani,she told us they will provide us students leads who want to jain in your institute,and they said they will charge 4500 rupees and will give 70 leads within a month, after that i pay them,4500 ruppes,but till now i have not get single leads from silicon india,and now miss ashwani is not even picking up my call, and not replying through mail also,i have sent mail so many times give me leads other wise return my money,but other person write the mail very time that u will get the leads ,,but its already 5 months i am not geting leads, so plz , i want to request please take against silicon india,and exicutie miss ashwani,and the address of silicon india is
