Service and misleading customer care

Hi,
I am S.Sivaji rao, Purchased Celkon A119Q HD in October 2013. The phone is not working as I expected, I mistaken that It’s because of made. And after few months phone is really embarrassing me I couldn’t even use it automatically shutdowns, call drop, cam not working so I gave it for servicing. After 3 days service center people told me that my phone PCB got damaged and they can’t repair it. So they sent it to company and told me 25 days for repair.
After 2 weeks I just went to service center to check what is the update, they told me that they sent it to company and if i need any update contact customer care. The receptionist wrote customer care number that’s it.
After 30days I called customer care people they told me that phone got repaired and it’s in testing phase after week they deliver you.
After 10 days (40 days) I called them they came up with new story. We have limited stock of PCB now it takes few more days to repair it
After 1 weeks (45 days) again same story, we need bit more time to get PCB and we will do it’s ASAP
After 1 week (50 days) same story, need 1 more week
After 1 week (55 days) same story need one more time
Every time when I visit local service center they don’t even respond properly. They just tell me it’s in company so check with company people.
So I was keep calling company people and asked for the update. (60 days) same update need few more weeks time
Fortunately I got a call back (70th day) from the customer care people they told me the phone is not able to repair and they want to give me new phone on replacement which is celkon Q455 costs 7300 RS.
I asked him how can you guys replace a 12000 RS phone with 7300 RS phone. The answer was sooooo funny they told me that u used that phone so the cost reduces. And we are offering the leading phone in market. I said ok send me that phone.
Last week I went service center to receive my phone. Shocked they gave me a used Q455 phone (without box, no charger, no headphones) and told me congratulations u got new phone.
This is really disgusting and insane what celkon company thinking about their customers
Can someone help me in this; I heard something about consumer forum so please help me how to teach them customer values.
