RTO Bilaspur Delay of Issuing Registration Number

Dear Sir/Madam,

This is to bring in to your notice that I have been harassed by Bilaspur RTO since August 2013. Its been one year since I paid the lifetime tax of Rs. 37480. Till today I have not received a Chattisgarh registration number. My car is West Bengal Registration number and in number of occasions police has stopped me for chech due to this. I want to complain about Bilaspur RTO. They live in the old culture of non performance and has no sense of responsibility towards their work. Even after 3 months they process this challan. Since march 2013 I have been following up Bilaspur RTO. Kindly suggest way forward as I dont know what to do as I feel helpless.
