Refund of Tatkal tickets in case of Train Cancellation

Location/place: India

We had Mumbai – Bhuj and Return jouneys booked for 12th Jul and 13th July respectively.
Train Nos. 19115 and 19116

Unfortunately, due to heavy rains in Mumbai and Gujarat, train departing on 12th Jul got declared as cancelled, hence, passengers were not able to travel.
Tickets PNR:

Same 2 passangers were scheduled to travel back from Bhuj to Mumbai on 13th Jul.
Tickets PNR:
8114832860

As per the standard procedure, I filed a TDR for 12th Jul. Filing a TDR was easy for me as I could easily locate the reason to file a TDR.

Next day, I wanted to file another TDR for the affected journey which was set for 13th jul. Train departure time was 22.15. I was trying to open irctc website around 10.30 PM but it was not responding at all. I could not even log in to the account. I tried to call but it was not connecting due to busy tone.

Today morning, I opened irctc. I tried to file TDR, but could not find logical reason to file a TDR. I would like to bring to your notice that the procedure cited at ‘File TDR Procedure’ does not match the actual functionality of filing a TDR. I found that there is no option to select ‘Others’ where passanger can type the exact reason of not being able to travel.
So, as a result of this, my refund of Apprx Rs. 2480 has been blocked.

In these situations, IRCTC must help passengers to get back their full refund.

Hoping IRCTC would see this as an exception, I may not get my refund back but I would like IRCTC to look through its information technology section and get the updates done on immediate basis so that other passangers won’t suffer like I have.
