refund of brokage

good evening Sir/Ma’am.
I rented a house through broker of Rs 4000,& paid half of the total rent to broker i,e amount Rs 2000 as per rules.
but due to some circumstances We had not shifted in that house, so now we want broker to refund our money Rs 2000 ,which we had paid to broker, but he is not agree to refund amount ,so kindly help us ,or suggest us something
