recovery for money of online transactions

I had to pay my college fees so i decided to pay it from college website through online banking on August 5th. The payment of 15,000 has not been received by the college or credited to my account . I constantly complained to all the bank officials and they gave me 15 days deadline on september 5th. After the expiration of the 15 days i called the officials but they make excuses such as not having authority of the work and there is no solution every time. I informed them that i shall complain to the consumer forum but there is no response from their side.
