does not receive my refill

I haven’t received my refill as i have booked on 27-10-2014 with booking no. 900016
as my distributor says that u have to pay for non subsidy cylinder but till last refill i have received only 4 cylinders.
my consumer no.-CX7912223
my distributor is Gururakha gas agency.
