Problem in getting new meter Connection

I m Vishal maurya lives in East Delhi Sonia Viihar 5th pusta Delhi -94.
I.newly shifted here and i have applied for Electric meter connection to my new home to BSES Electric Limited at 6 months ago.
But Due to same khasra no. there is a person named RISHI MUNI
who have a pending bill of 25000
and company is saying at first u pay rs 25000 then only we will give new connection.
Sir I want to ask a quetion I dnt know that person Rishi muni
I newly shifted here then why should i pay this bill.
sir we are in big problm we need justice plzzz help.
