Not taking interest to do their duties for lower section people

Dear sir,
This is regarding my experience that i came across in MRO office.I have been applied for income certificate in MeSeva centre and got my challan and later approached respective VRO officer for getting authorization.Whenever i reach the office the VRO will be doing favour for the people who give some money for him else he is not going to take care of the people who are not having the possibility to provide money for him.
