Not refunding the amount paid, can i file a case

Location/place: bangalore

Name of company/service: Paper Glass Manufacturer

I have paid the amount 24000 to paper glass manufacturer through bank transaction in Feb to supply paper glasses but he unable to supply it and said he will refund the amount, but he is now not willing to pay it back, Can i file a case on him showing the bank transactions.
