Not giving medical items below total rs.100 range by swaping with card

I had visited this medical store on 28.06.18 I want to buy medical items below rs.100 total rang using my card by swapping but he told me that he unable to swap card for below total rs.100 range by swaping with card ,I replied him that in any medical store they should have to swap cards for any amount for medical items for patients not suffering due to time.
