Non refund of money when the ticket was cancelled by the travel agent (Travel ChaCha)

Dear Sir,
I booked my air ticket from Kolkata to Bangalore on 17 June from TravelChaCha.com portal vide reference AWRUGU for Rs 11514. The ticket confirmation was also received. Later on 20 June I got a phone call/mail from them that due to technical error, the ticket could not be confirmed, and the money will be refunded in 3 to 4 working days. After so many reminders over phone/mail, my money is still not refunded.
