non payment of receipt and pathetic service

our cable communication ‘Sarkar cable link communication’ in Kulti, Burdwan, West Bengal has given us STB from hathway having card number 000128184827. The service remains out of order most of the days and when complained to the customer care the feedback given is that the cable operator is responsible for the repair as they have provided full signal. The cable service also does not provide us any receipt of the monthly payments even after repeated request. Please do let us know our next course of action or do take some strict steps to prevent further harassment by this unscrupulous organization.
