Non activation of services on my postpaid number- Suitable legal action to be taken

Name of company/service: Vodafone Postpaid CUG connection

I have applied for 9819599745 number on June 4, 2013 under CUG scheme of Securities and Exchange Board of India (SEBI) through Vodafone representative Mr. Nagendra (9867170218) who is employed by Interactive Marketing Private Limited (an agency of Vodafone India Limited) which has its office in Dadar East who informed me that this number would be activated by June 6, 2013.
After waiting for 4 days, I received 2 separate tele verification calls on June 7, 2013 from Vodafone where I was made to give all the relevant details and was informed by both the representatives that my number would be activated within a span of 2-3 hours from the tele verification call.
However my number was not activated and has still not been activated. In the past 5 days, I have contacted the said Mr. Nagendra and his supervisor Mr. Chetan, the store supervisor at your Vodafone Agency who have been utterly unhelpful and have been giving me false assurances that my number is under process and would be activated soon. Mr. Nagendra in particular has been trying to impose that he has resubmitted my form under the process twice which is entirely false because I still have not received a verification call after the supposed resubmission of my form.
I have also tried to lodge a complaint at your Vodafone customer care number 9820098200 where Mr. Shakeel has refused to register my complaint citing that my number is not activated hence he cannot register the same. He has directed me to visit the nearest Vodafone store in Kalina where when I visited those persons redirected me to the customer care.
I have been running from pillar to post for the past 5 days and no help has been offered from any representative of your company. In fact after being given repeated assurances that my number would be activated soon, today I received a call from Mr. Nagendra who threatened to cancel my request for the number.
I wish to make it clear that I have completed my education in law from National Law University, Jodhpur, a premier institute of legal education in India and have joined as a ‘LEGAL OFFICER’ at SEBI which can be verified from the joining letter submitted with my Vodafone documents. Being at an early stage of my career, I particularly feel the need to put my 5 years of excellent legal education to practical use and in case this complaint is not registered and suitable action is not taken from your side, I am more than willing to institute legal proceedings against this the persons concerned, Interactive Marketing agency and Vodafone in particular. Rest assured, please be prepared to be served with a legal notice soon if I do not receive a satisfactory reply from your end.
Other than the said legal action, I have given a negative feedback at my place of work against the CUG scheme of Vodafone and I will make sure that the same gets discontinued so that other employees do not face the same level of harassment from all levels of your supposed ‘Customer Care Executives’ as I have been made to face.
I would like to highlight that the said connection is a part of CUG (Closed User Group) scheme offered by Vodafone and the utterly negligent behavior exhibited by your representative does not show any willingness from your side to maintain excellent relations with your esteemed clients who maintain hundreds of employees on their rolls and offer you large volumes of business.
