No refund on cancelation of railway ticket

Hi Team,

I have heard in news that irctc tatkal timing and cancelation refund rules are changing in couple of days on 10th June. Accordingly I can see tatkal reservation timing had been changed but recently I cancelled my tatkal e-ticket with PNR – 2635609964 but got message of no refund.
Please let me know why I did not get 50% refund as per new rules.
