No connection and no refund

Location/place: Pune

Name of company/service: TIKONA Internet services

I have taken a connection of TIKONA internet on 24th March 2012. But still I did not get any connection. And I have paid 1300 Rs. On the same date.
I am living in Pune (Kalewadi Phata) and I have paid money to Atul Internet Services who is dealer for TIKONA in Kalewadi.
After some days I checked with them but they told me that your internet connection cannot be established. And you will get money back by cheque.
But since 3 months I did not get any cheque.
And now They are not available on call.
I tried to call TIKONA customer care people but it is asking for 10 digit Id which is not given to me by Atul Internet Services.

Kindly sugest me what to do.
I have all the profs about the connection and bill payment.
