Need refund of my connection amount(which was never done)

Location/place: Ahmedabad,Gujarat

Name of company/service: Reliance broadband

I am Rujuta Trivedi living in Ahmedabad ,Gujarat. I applied for Reliance broadband 21st December . They sent his executive to check whether the connection is possible in my area or not. After verifying they collected my cheque.The connection should have been done till 26th Dec. Then suddenly on 27thDec,I got a call from them that connection is not possible in my area.I paid them 1900 through cheque. I asked them for refund and they said I will get it in 30 days ,now it has been 45 days but I haven’t got any reply from them .I need my money back. I called them and they are saying that “We will not refund you any amount,Do WHATEVER YOU CAN”.

Please help me to get my money back.

Here is my mail to them requesting refund:

Hello,

I have applied to a new connection with reliance, on 21st of December, 2012 with cheque no 030636. My CAF No. Is 17800032141768. Now on 27th in the evening I received call from your executive that the connection is not feasible in my area.

Now shouldn’t you guys have checked before taking the amount.
You guys asked me make a stop payment. The first thing the cheque is in clearing then how can I make stop payment, even if I do who will bear my bank charges of 250 for stop payment.

I would like to know when you are going to refund my money. I need this done to be urgent.

This is really very frustrating as your executive has committed that my connection will start on 24th dec, and on 27th I got a call as this is not feasible. I need my amount to be refunded without any service tax deductions . I have paid 1900 and I need the payment to be refunded.
