MTS Service- Waiting for resolution on speed issue from 3 weeks. All complaints closed without resolution and permission

1. Since 11 May I have been complaining about the speed(Promised 700 kbps but i get 200 kbps) to MTS.
– Complaints are not resolved Instead i get messages saying issue resolved. I have lodged 4 complaints in 3 weeks and not one has been resolved. All of them have been closed without permission/resolution.
2. When Customer care is contacted they either put me on hold for 30 minutes or say your issue has been resolved/ or they say no response to call from service-now.
3. Dropped emails to support team and received no response.
