Lost / Stolen My CITI BANK Debit Card ATM.

Name of company/service: Private Employee

Dear Sir,
I am Satya Brat Pandey lost my CITIBANK ATM Debit(Master Card) card and someone has purchase 5,200 through my card. I complain to CITIBANK and block my Card. But main Issue as per R.B.I Circular from 1st of June 2013 no any body purchase without ATM pin done any purchase but how this transaction is possible.I have complain to CITIBANK for this but CITIBANK is not taking any action.
