land line phone shifting

dear sir,
i have shiftted my quarter from m 31/1 to p 47/16 in telco colony i have send request form to bsnl office golmuri for shifting my connection(0657-2282525) on 22/8/14. from that day i have follow 3 to 4 time a day in my telco telephone exchange to do this shifting work but there lazy staff cant hear me and say telephone wire is not available and may be consume 30 days to complete this shifting . i want to surrender this connection but they say now it is not possible .
