Internet service provider cheating

I would like to bring to your notice that I had taken an internet
connection with Shivani cable internet services, vanama complex near NTR statue, Hyderabad road Nalgonda. (a franchise of Excell MEDIA PVT LTD HYDERABAD) on 20/3/2013. They had an offer 700KBPS for RS 500 (for a single user). From the day one I never received more than 60 kbps. Several times I made complaints to my service provider but I never got any response from them. Finally today i.e on 3/4/2013 they replied me that iam getting the actual speed, what they have promised me. They asked me to calculate 60 X 8 = 480. So I have to satisfy with the 60 Kbps.
They also charged me RS 1800 installation fee.

I would request you to take appropriate action as needed.

    Actually the internet service providers advertise the speed in kilo bits per second (kbps) but our computers show only in kilo bytes per second (KBPS) [mind the upper case and lower case letters, they both are different from each other.] A byte is made up of 8 bits. So the conversion of 700 kbps becomes 87.5 KBPS. which you should get in an ideal case. There is a requirement for the internet service provider to provide at least 90% speed promised. So if you convert again you should be getting at least 78.75 KBPS. do you can take this case to a court if you can technically prove that you are not getting the mentioned speed. But let me tell you one thing first, THIS ISP CHARGES EXORBITANTLY, MY ADVICE JUST CHANGE THE ISP.
