Internet service not same as promissed

Name of company/service: Tikona Digital Network/ Internet Provider

Hi

Last month i bought Broadband internet connection from Tikona Digital networks . The connection plan is 4MBPS where they promised internet speeds of 4mbps and download speed of 400 – 500 kbps. But i am not getting the same . Browsing and download speeds are very slow 40-50kbps during night. I tried to lodge complaint with them but they are not responding.
