Inflated first bill and Misleading information while giving new connection

Name of company/service: BSNL

I’ve logged multiple complain online and given complaints in written to BSNL office but there is no response from them and now the last date (26th april)of bill payment is passed. Please see the mail chain below detailing the issues with BSNL service. I’ve not got any response to emails below. I want to keep the connection but the attitude from BSNL is “take it or leave it” and

Please read the mail from chain below which has not been answered, possibly because the nodal officer email id on the website was incorrect. I’m sending email again with email ids that I got after receiving the hard copy of bill. I visited Sector 39 BSNL office multiple times to log a compliant but no one accepted it ans kept passing the responsibility to others. Finally I got number of SDE, Mr R.P. Singh who told me on 18th April at 5:15 p.m. that office hours are closed and he’s in field so he’ll take a look at my bill and solve the problem tomorrow. Since then I have tried calling him number of times to no avail. I’m unable to get a correct bill or log a complaint.
There are following problems in the billing:
The bill contains 750/- installation charges, which I did not avail. I was given a line only till house main gate and inside wiring was already done on my own. I installed my personal router and modem.
Also there are two deposits of 800/- and 500/- each, While I was told only 500/- is required as refundable deposit which I had given before the connection to Mr. Manvir.
The bill is for a period of 15 days so it should 400 (since it is 800 per month rental) + taxes. While the bill shows tax amount of 144.71/- which is for the whole month
Kindly take appropriate action so that the bill can be rectified and can use the service without unnecessary harassment.

It got an SMS saying it has been resolved. This was not first time a complaint was closed without information (earlier eg: no:s 1012761773,1012789249).

Appreciate a prompt response in this regards.
