Inflated Electricity Bill

We have been residing at A-503,Ganga Garden Society,pingle Vasti,Mundhwa Road in Pune since 2011.For a few months we were receiving electricity bill in which the amount to be paid was reflecting as negative.We complained regarding the same to the electricity department but got no response and reason for the bll amount.Then in the month of November 2012 we received an electricity bill amounting to INR 49,060.We were shocked as being a two BHK flat and with winter season it was not possible for us to consume electricity amounting to nearly fifty thousand.When we approached the electricity department with our complaint they said that the meter had been changed one year back and we were getting faulty electricity bills till this date and so this is the total amount that needs to be paid else the connection would be cut.We paid an amount of 35,000 on 6/11/2012 by cheque.we were asked to clear the total amount in three installments.After clearing the amount we were tolad that this problem will not continue .We even lodged a complaint and sent our old meter for testing but there was no positive outcome.Again we are facing a similar situation.In the month of March we have paid electricity bill amounting to 13,000.In the month of March and April 2014 we didinot receive an electricity bill and we again spoke with the person at MSEB and he asked us to check our bill online.The bill amount was reflecting in negative.Last month we received an electricity bill amounting to 16,800 and this month that is June we have received a bill of 26,840 stating that the units consumed are 939.When contacted the MSEB people they said that they have no solution to this problem and asked us to change our flat.Kindly help us in finding a proper solution to this problem.
