Incorrect Solicitation on website with no controls over its accomplishment

Hi,

I had travelled using the cathay pacific airways on given below dates. Basis the details mentioned in the site of cathay pacific, I am entitled to earn travel miles for my travel in any of their airline partners.
I hold a jet privilege membership number 139168201 (Jet Airways) which is an airline partner of cathay pacific. I have been requesting them to credit the miles into my JP account for the travel, however jet airways has been only agreeing verbally to credit the miles into my account but have not done so for the last 2 months. There have been no responses for the last 5 mails sent to the jet customer care.They have just kept it hanging.
On further calls with the cathay pacific customer care team, they have washed their hands of the issue saying that its upto the partner airline to complete the transaction.

I would like to file grievance against both the airlines –

Cathay Pacific – Wrong solicitation on their site stating the traveller will be eligible for claiming miles on partner airlines with not means to enforce the same
Jet Airways – For inability to complete the task and mental harassment

3 – Sep 30, 2014, Shanghai to Hong Kong (Miles not credited)
4 – Sep 30, 2014, Hong Kong to Chennai (Miles credited)
5 – Oct 01, 2014, Chennai to Mumbai (Jet aiwrays) (Miles credited)
