Huge amount of bill while not used the electricity

I am a consumer bearing customer Id no.0207010031552 living here since 10 the of Nov. & got d meter installed in Oct. Only 2015. But the bill for the month of Oct. Shows ₹2998 whereas the no.of units consumed is only 6. Besides it I have paid ₹1800 /- for GR but not got the receipt /connection proof till now. So I want to get it resolved as early as possible & action should b taken against d employees f the deptt.
