Harrasment by the Principal of Delhi Public School, Dehradun for issuing TC, Board registration card And Caution Money.

Sir/Madam,
My daughters Ritika Singh and Nishtha Singh are now upgraded to class 10th and class 2nd respectively in Delhi public school, dehradun.I got my transfer letter on dated 5.3.13 from Dehradun to Lucknow when they were studing in their previous classes so I applied for withdrawal of TC, Board Registration Card and Caution Money and after the assurance of the principal that he will handover all the documents on dated 02.04.13 to the person authorised by me.
Now he is harassing me to pay 1st quarter fee whereas my children have not attended any class of new session. I have shifted to Lucknow and I have paid 1st quarter fee in the Delhi Public School, Lucknow also. I can not afford to pay fee of 1st quarter twice.
Please do the needful on this matter, I will be highly obelized.
