Handset bundelled offer not given from tatadocomo

i purchase this phone but i didn’t get benefit of rs.1500
when i ask to docomo for that they told me to wait 72 hours for get that offer then after 72 hours they tell that you will not get offer because you have not sent a message smart to 52121 within 48 hours of sim activation. first they not tell to send message then How can i send msg within 48 hours while you say that you will get benefit within 72 hours. And now you are telling that you have not maintain combination of sim and phone while i have not inserted any other sim..
during this tyme they have many time tell me to visit docomo store and i have visited 4 store in my city but thye all reply that we can not give offer.
I request you to take require action.
