GR Queens pride(Begur Road) unfair practices

This is regarding GR Promoters who has an ongoing project as GR queens pride at Begur road.
While buying the flat, the builder promises big big things, llke they will build the flat with all good quality things and will be delivered by march 2013.

But its now more than one year the builder is not giving possession and giving different excuses, like there was a sand strike, no labour.
Actually the builder almost stop working after they got he 95% of the money from the customer(throughBank loans).

The builder still make lift work hanging for almost one year. Moreover from different source its heard that the builder is not giving due amount to the vendors whoever working with this builder.So it make the project in worst condition and its future is completely dark.

Could someone suggest what will be best way to get this solved?

Any buyers, please restrain from the builder or any project from this builder in future.
