not getting the services as promised by the company executive

i have recently purchased tata photon max wifi. Executive which who dealt with me lied about the services. My plan activated was of rs. 750 in which i was to get 7gb download at 9.8 mbps and after 7 gb of usage speed was to be reduced to 153.6 kbps. He never mentioned that this 7gb of usage will be counted for downloaded and uploaded data both.
Also he promised that after 7 gb, speed will not get below 153.6 kbps in any case, but i was not even getting speed over 10kbps after my 7 gb was used (only 6.2 gb data downloaded and rest was uploaded).
and now from 04/11/2014 i am not even able to access internet.
Executive’s name was SALMAN and the phone number through which he contacted me -9211070292 for Janakpuri, Delhi Branch
my connection was activated on 18/10/2014.
