fraud deduction of balance by tata docomo

My tata Docomo no.7416556761.I recharge my account with rs. 50 on 27th Feb 2014.The amount of rs. 39.17 was deducted after sometimes.I contacted the customer care they said balance is cut due to some service talky pack.I don’t know what this service is and how it is activated.They said they will deactivate the service and refund the amount but as always there is not any value of their words.They didn’t refund the amount.I am called them 100 times either they put my call on hold or disconnect.
